EAST KALIMANTAN
ABSTRACT
To develop cattle production integrated into palm-oil plantation requires
farmer capacities to manage farm resource producing more output in efficient
manner. In the other side, it is required an environment in which all components
parts: individual fanners, farmer group and other related organizations, interact
forming a sustained cattle production in the integrated system. It is the central
issue to be studied because this have been being the main obstacle within the palm
oil-cattle integration, as stated by the Ministry of Agricultural that, in general, the
main issues in development of agriculture is the lack of integrated cooperation
between sector in increasing agriculture production (Departement of Agriculture,
2010).
The study was not only focused on farm's resources organization within individual
farming, but also observed off farm sector where the government institution or
private sector interact forming the integrated production system in Pas er District
East Kalimantan. Specifically the research aim (1) to obtain the Technical
Efficiency measurement of Bali cattle's production in integrated system of palm
oil-Bali cattle, (2) . to identify the impact of several factors on farm output, and
(3) to know the role of institution in the integrated system on farm output.The
research used farm household as unit analysis. The sample of 152 farmer were
chosen randomly through multi stage sampling. The sample spread within 43
fanner group. In the first step, choosen the group sample from the identified
farmer group. The fanner's sample or respondent was chosen randomly in the
second step. The causal relationship between independent and dependent variables
(farm output) was modeled by logarithmic regression equation. The regression
coefficient estimated by ordinary least square method COLS), and efficiency index
was calculated by maximum likelihood estimation (MLE). Descriptive analysis
was applied to describe qualitative data or facts related to farm institution.
The. results shows that farmer capacity to achieve the most efficient production
(Technical Efficiency Index = 1) was low, 34% of farmer achieved TE index
within range 0.5-1. Farm land size and differences of institutional system are
significantly effected the productivity. Cattle production is in the stage of constant
return to scale, where the output respon increase in equal proportion with the
increase all inputs simultaneously. The integration system which supported
through participation the community of nucleus plantation of palm oil as well as
its management authorities, significantly give a positive impact on farm output.
