• Belum terlaksananya transparansi pemerintahan secara berkualitas masih menjadi permasalahan di Indonesia. Pemerintah dipandang belum transparan meskipun sudah mengeluarkan berbagai kebijakan keterbukaan informasi, salah satunya aksi transparansi anggaran daerah melalui website resmi masing-masing Pemda, termasuk Pemerintah Provinsi Jambi. Penelitian ini menggunakan perspektif jaringan yang membahas beberapa aspek penting yaitu: komposisi aktor, pola jaringan, dan faktor penentu efektifitas jaringan. Penelitian menggunakan pendekatan kualitatif dengan unit analisis seluruh organisasi yang terlibat dalam penyediaan informasi laporan anggaran melalui website www.jambiprov.go.id. Penentuan informan dilakukan secara berantai dengan metode snowball dimana pengumpulan data menggunakan teknik wawancara mendalam, pengamatan pasif, dan dokumentasi. Hasil penelitian menunjukkan bahwa komposisi aktor terdiri dari sepuluh organisasi yang terlibat dalam konteks Aksi Transparansi Pengelolaan Anggaran Daerah (TPAD) berdasarkan Intruksi Presiden. Komposisi aktor jaringan bersifat homogen yang seluruhnya berasal dari unsur pemerintah. Pola jaringan yang terbentuk adalah pola Network Administrative Organization (NAO) dengan corak birokratis yang menguat sehingga cenderung tertutup, berorientasi ke dalam disertai sentralitas yang tinggi. Adapun faktor pendukung bekerjanya jaringan yaitu visi bersama yang sudah jelas secara legal formal. Sementara faktor penghambat jaringan yaitu institusionalisasi jaringan yang terancam berhenti karena aksi TPAD sudah dihapuskan. Faktor penataan jaringan masih mengandalkan regulasi dan instruksi sehingga terkesan kaku, kurang responsif dan tidak partisipatif. Selain itu juga belum ada desain insentif yang memadai sehingga pelaksanaannya terjebak pada rutinitas administratif. Tipologi jaringan intra-pemerintah sebagaimana temuan penelitian ini, hanya akan menyajikan transparansi setengah hati karena tidak efektif bagi kualitas pelaksanaan transparansi pemerintahan. Strategi manajemen jaringan menjadi penting dilakukan untuk mentransformasi jaringan ke pola yang lebih kolaboratif antar stakeholder. ABSTRACT Government transparency is still problematic in Indonesia because the information is still not qualified. The government considered not yet transparent despite the disclosure of various disclosure policies, one of which is the transparency action of the regional budget via the official website of each government institution, including the Jambi Provincial Government. This study uses network perspective that discusses some important aspects: the composition of actors, network patterns, and determinant factors of network effectiveness. This research used a qualitative approach with units of analysis were all organizations involved in providing budget reporting information through the website www.jambiprov.go.id. Informant selection conducted in a chain with snowball method where the data collection using in-depth interview techniques, passive observation, and documentation. The results show that the composition of the actor consists of ten organizations involved in the context of the Action of Local Budget Management Transparency (TPAD) based on the Presidential Instruction. The composition of the network actors is homogenous entirely derived from government elements. The pattern of network that is formed is the Network Administrative Organization (NAO) with strong bureaucratic style that tends to be closed, inward-oriented and high centrality. The enabling factor is a shared vision that is clear and strong legally formal. While the constraining factor of the network is the institutionalization of networks that are threatened to stop because the TPAD action has been abolished. The network management factor still rely on the regulation and instruction so that impressed rigid, less responsive and not participative. In addition there is also no adequate incentive design so that its implementation stuck on the administrative routine. The intra-governmental network type as the finding of this research will only present half-hearted transparency as it is not effective for the quality of government transparency. Network management strategies become important to transform the network into a more collaborative pattern among stakeholders.
