  • ABSTRACT
    The fishing communities as a community of coastal areas, are often excluded from
    development, because the government's policy priorities more focused on
    agriculture or land. To reduce the gap, since 2011 Serang city direct to be the
    region's fisheries-based Minapolitan, encourage the implementation program of
    fishering empowering, one of which is done through the Business Development
    Mina Rural Affairs Fishing in Nusantara Fishery Port (VAT) Karangantu Serang.
    Based on the results of the evaluation known that the objectives of fishering
    empowering program have not been achieved. The purpose of this research is to
    the develop of science in the field of public administration, particularly on the
    Fishering Empowering Program Evaluation at public organizations. Than, the
    theory that used in this reseach is Jones (1984: 199), comprising the steps of
    systematic multiple functional activities, namely the specification, assessment,
    analysis and recommendations. The results showed that the evaluation of the
    empowerment program of fishermen fishing in the Fishing Port Nusantara (PPN)
    Karangantu Serang not worked well because there are factors that are less
    supportive of the achievement of policy evaluation purposes, both of the activities
    of specification, assessment, and analysis and recommendations. The Advice from
    researchers is required a strong commitment for policy makers to follow up the
    results of the evaluation as a corrective action order to minimize deviations will
    happen in the empowerment programs next fishermen.
