Narcotics cases are often the object of case fabrication by Polri investigatorswho are carried out to fulfill cases quota, where in this case innocent people aremade as if they were committing a crime. Case fabricating starts from theinvestigation process and continues until the case trial is conducted, the investigatorconcerned provides information related to the case as a fact witness. The purpose ofthis study is to find out and analyze law enforcement against investigators who carryout the fabrication, and legal consequences that can be imposed on witnessesverbally over their testimony at the trial based on engineered investigations.The research method used in this study is a research method using anempirical juridical approach. In this study described the cases in which alleged casesof fabricating occurred, and the comparison with the regulations in Chief of PoliceRegulation as written legal provisions. This research is descriptive analytical innature where the criteria of case fabrication and legal consequences of the allegedperpetrators are described.From the results of the study, it was shown that law enforcement againstmembers of the Indonesian National Police that carried out case engineering in theform of imposing sanctions for the National Police Code of Ethics (KEPP) throughthe Commission of Ethics Code of Ethics (KKEP) had not proceeded properly andtestimony from investigating witnesses in the trial which in its investigation is carriedout in ways that are not in accordance with statutory regulations, do not have proofvalue and can be threatened with criminal sanctions. -
